Paris rent control: the complete guide
How rent control works, how to check a rent and what to do when a listing exceeds the ceiling.
How rent control works in Paris
Since 1 July 2019, rent control (encadrement des loyers) has applied in Paris to furnished and unfurnished residential leases. For each type of property (studio, one-bedroom, two-bedroom…) and each micro-neighbourhood, the Prefecture publishes a reference rent and a reference rent ceiling (loyer de référence majoré). The landlord cannot charge a rent above the ceiling, except for a justified exception (a property with particular features).
How to check the rent in a listing
In practice, the rent shown in the listing must be compared with the reference rent ceiling for the neighbourhood. If the listing exceeds the ceiling, there are two cases: either the landlord has filed a justified request for an exception, or the rent is illegal and the tenant can demand a reduction — including after signing, within one month. The deposit, service charges and any rent supplement (complément de loyer) are regulated separately.
Applying the rule in a tight market
For a tenant, the difficulty is not so much knowing the rule as applying it in a tight market where properties go in a few hours. This is where a property search expert brings real value: they know the reference rents by micro-neighbourhood, spot listings that break the rules, and stop you signing a lease above the ceiling — or help you contest it if needed. APPARTE builds this vigilance into every rental search in Paris and Île-de-France.
Our advice: before any viewing, ask to compare the advertised rent with the reference rent ceiling for the neighbourhood. It is a reflex that protects your budget and your application. And if you are looking in a specific arrondissement, see our corresponding area page: it shows the reference rents and the most sought-after neighbourhoods.

Your questions about rent control
Since when has rent control applied in Paris?
Since 1 July 2019, for furnished and unfurnished residential leases.

Either the landlord has filed a justified request for an exception, or the rent is illegal and the tenant can demand a reduction — including after signing, within one month.
Are service charges and the deposit covered?
The deposit, service charges and any rent supplement are regulated separately from the reference rent ceiling.
How do I check the ceiling for my lease?
Compare the advertised rent with the reference rent ceiling for the neighbourhood, or use the official DRIHL Île-de-France simulator. Our area pages give the benchmarks by arrondissement.
